Jihadi Terrorism, also known
as Global Terrorism, Islamic Terrorism, and Radical Islam, is the greatest threat
to humanity today and will remain so for the foreseeable future. Jihadi Terrorism
draws its inspiration from radical or literal interpretations of the Koran (the
Islamic Holy Book) and the Hadis (Islamic Law Books). The biggest victims of Jihadi
Terrorism are India (with more than 60,000 people killed in the last two decades),
the United States (with more than 3,000 people killed on September 11, 2001), Israel
(with thousands dead for the past several decades), and Russia (with thousands dead
in the past decade). But terrorism is not restricted to these countries. The entire
world is threatened by the prospect of Jihadi Terrorism.

The primary targets of Jihadi Terrorists are Hindus. However, Jews and Christians
are the most well known targets. Although the victims are different, the perpretators,
the ideology, the tactics, and the end goal of all Jihadi Terrorists are the same.
They seek the “Islamization” of the world and the creation of an Islamic Caliphate
(Islamic Empire) composed of nations with Muslim majority populations using any
means including terrorism. The outside world knows only their stated demands such
as “Justice for the Palestinians”, “Liberation of Kashmir”, “American withdrawal
from Arab Lands”, “Independence of Chechnia” and so on. However, a closer scrutiny
of the doctrines propagated by all Jihadi Terrorist Organizations makes it perfectly
clear that they all want to create a world dominated by Islamic beliefs and that
they are willing to use force and violence to achieve their unstated, but common
goal.

USHA urges elected officials and policy makers to address the challenges posed by
Jihadi Terrorism by supporting all collective and individual measures taken by the
United States, Israel, India, and other countries in the war against terrorism.

|
We seek your support for global efforts that will also address the root causes of
Jihadi Terrorism - namely, radical interpretations of Islam; growth of Islamic fundamentalism;
implicit or active support of Islamic governments for terrorism (such as Pakistan,
Iran, and Saudi Arabia); and the lack of freedom, human rights, pluralism, and democracy
in the Islamic World. Hence, we urge you to introduce appropriate legislation and
support measures intended to eliminate the above mentioned root causes of Jihadi
Terrorism. We urge you to unambiguously reject the proposition that the root causes
of Jihadi Terrorism are poverty, illiteracy, unemployment, injustice, and suffering.
We believe that there are no excuses for engaging in terrorism, period. All human
beings have at their disposal effective and civilized methods for removing poverty,
illiteracy, and unemployment and addressing the issues of injustice and suffering
caused by political disputes or defective and undemocratic regimes.

An important factor in winning the war on Jihadi Terrorism is understanding the
utility of a global alliance. The various terrorist organizations operating from
different countries have already established a global network. Hence, the victims
of Jihadi Terrorism can no longer address this single greatest threat without the
mutual cooperation of one another. Terrorism is terrorism no matter where it takes
place or who engages in it. The United States, therefore, must not indirectly encourage
acts of terrorism by falsely labeling terrorists as “freedom fighters,” “militants,”
or “separatists.”

While we believe that strong and unusual measures are required to eliminate the
threat of Jihadi Terrorism within the United States and around the world, we must
ensure that the greatest care is provided to protect and preserve our basic human
and civil rights - the foundations of a free society.
